I know it doesn't seem logical if we've been driving our whole lives, but a lot of people find it easier to not drive with a big IF ... IF the other options are good enough.

About biking: The biggest issue really is safety. If people feel safe, they will bike. Most trips (around 50%) in the U.S. are under 5 miles are are totally bike-able. E-bikes make hills easy, and cargo bikes make carrying kids easy. As for the cold, what the Dutch say is "there's no bad weather if you have proper clothes." That's really true. Heated gloves, for example are an easy investment. And no, not everyone will do it. And probably fewer will do it during the coldest winter months. But if we made roads safe, more WOULD bike then do currently, and it'd be a win. Especially because bike safety infrastructure is relatively cheap for getting people around compared to car infrastructure.

What the data show repeatedly in multiple cities (including here in Provo) is that when you make biking safer, significantly more people bike. Here in Provo, adding things like the biking improvements on Cougar boulevard, 2nd East, and a few other places have really improved biking numbers.

About transit: Similarly ... if we make it easy/affordable for people, they'll do it. If we added in more bus lines, people will ride them because it'll be easy to do so. Cache Valley has free transit, and it gets used well. Many critics thought UVX was a terrible idea and wouldn't get used, but now it's the most highly used route for all of UTA I believe. If you make it easy ... people will use it. So build it first, subsidize it, and then people will use it, and it'll be lower traffic for all of us. As an aside, Cache Valley told the Trib in an article about their service that even though rides are free, they feel it saves them money overall because it's so highly used.
