I think the new factory is, first and foremost, an end run around the "Chicken Tax" that makes so many foreign light trucks unprofitable... Although I'm sure that it will improve production and delivery timetables in the long run, I think that building and reliably supplying a factory and training new workers is one of the most likely factors of an inevitable launch delay.
