Well, that would depend on this being more than a rumor and actually being implemented.
Yes, if they are actively implementing it this could launch by 2026. Or even if they only have approval to start today it could launch by 2026.
If this is still an idea on spreadsheets and in Power Point presentations then who knows when it even gets started with ground broken and physical mules assembled. Based on the article I assume this is still floating around on spreadsheets.
