If it's a prominent general authority, I'd say hello, but only under the following conditions:
1) It wasn't a place where it would draw the attention of other members who would also be inclined to approach. So, not Disneyland or a Utah restaurant.
2) If he was alone, or only with his wife. I'm not going to approach if he is with kids and grandchildren because I don't want to hold everybody up for a minute just so that I can say "I met so-and-so" when I get back on Cougarboard.

I've met two apostles at the airport. I spoke to both of them and both were overly welcoming to speak with me.
