To stay relevant. The critical goal of the XII at this point is #1 survival and #2 possibly? come through this in a stronger position.
Despite what some on here say (i.e. the inevitability of a P2), the future is NOT yet decided and the potential future landscape changes with every bold move. Something is inevitable only if you give in. The XII has a window of opportunity to make a BOLD move. Small stuff will not move the needle. Expanding (smartly) to 16 now is a must and maybe a minimum.
