She has already done a lot of underhanded things to try to circumvent our existing rules (creating multiple gmail accounts, accessing stuff on her sister's phone, accessing from friend's devices, etc.). If nothing else, making it harder for her to access things will at least reduce the amount of time she spends breaking the rules.
