Yes and no. They also have deals with multiple other leagues they need to squeeze in, and they don't put P5 games on
ESPN News unless it's an overflow from an already crowded lineup.
NBC owns USA so if they really wanted to expand they would throw games on there as well.

I am kinda bummed that it seems BYU/BIGXII will end up with ESPN being the major media provider for FB games & BIGXII.

Yes, a lot of games were scheduled one on top of the other. A part of it was TV timeouts for commercials would run over.
