Bbq is difficult to do well consistently, and it is easy to find bad bbq anywhere you go.

Some states just have a lot more bbq so the odds of a few good options improve.

Simply untrue. I've had BBQ in Texas, NC, KC, Memphis. Utah has some good spots.
