This is unfortunately currently true. The quality of BBQ in Utah seems to ebb and flow. Whenever a place opens and makes amazing BBQ they then expand and quality drops.
Pat's was great before dinners drive-ins and dives.
R&R was great before four food groups expanded and destroyed the quality.
5 star was great until about 3 years ago. Now it's terrible.
If you want quality BBQ in Utah right now, you have to make it yourself.
