You don’t know that! If an official sees a ball hit the ground, but didn’t see the release, how can he say it was incomplete versus a fumble?!?

If one official sees the throw attempt and then sees players running with the ball, but did not see the ball hit the ground, how can he say it was incomplete versus an interception?!?

But, the two perspectives put together and it’s easy to determine it was incomplete without video replay. Let’s be fair!
