I've got no problem with a CEO stating that things changed, forecasts fell short, the economy is slowing, or whatever, and therefore the company needs to shrink to stay competitive. The end.
But if you're going to state "I take full responsibility," then you better be offering up a pretty big self consequence. Otherwise it's fake contrition.
"I take full responsibility for stealing half the company pension fund. To make up for it, I'll be laying off a bunch of people. But just know, I am taking full responsibility."
