If the PAC goes 4-5 years earning a net amount in the mid $20 mm and having low viewership due to being primarily streaming, they are going to have recruiting problems.

The ACC has fallen off and will probably continue to do so as they get dusted by rivals in the money game. The PAC would be well down that same road by the time the Big12 becomes poachable.
