They are potentially in an underground draining zone. The water in the saturate
soil above them is moving right through their neighborhood. Things will likely get worse. We had this in former neighborhood. This is likely going to happen in many places in Utah.

We intentionally bought in an area with a very low water table but more for earthquakes than flooding but works
