THey dont. That is owned by the city, and is where the Provo School District
offices and School Bus parking is currently. BYU would need to work with the city to obtain that land and then the City would need to relocate those offices and the Bus parking if it were to work.
Not saying it would not, but I think the parking in this scenario would be the piece that would still need planning to get through.
