Check with your bank to see if you have any preferred atms that won't charge a fee. I use schwab and they reimburse fees. Also, don't accept any "special" exchange rates, just use the international bank rate at the atm. The special rate they offer is similar to the option to pay in dollars with your credit card - always pay in the local currency and withdraw cash in the local currency to avoid absurd exchange rates.
