Use a travel card with no fees and for the protection; have a little in cash from a local ATM when you get there. Tipping there isn't as big a thing as it is here.

My suggestion is to exchange a little in the airport, but you get better exchange rates most of the time through ATMs.

Trying to time the market is always a fool's errand. That includes currency exchanges.

Why do you need cash? I almost never get foreign currency. Maybe a little. But use the CC as much as you can.
