I would argue there is one other thing that keeps Utah out

If Oregon and Washington see the bottom falling out of the Pac 12 and have no Big Ten invitation. They'd rather be seen and make $32M per year in TV revenue than make $20M (or less) on unknown channels or streaming.

If those two want in, they get in ahead of Utah.
