Malcom Gladwell recently released on a book on this
called Bomber Mafia. The U.S. went all in on the Norden bombsight, but the results were actually terrible and the technology was still way too primitive.

I've also read they tried to do this, but from high altitude with B17's. Clouds made this more inaccurate.
