build it (provide/expand homeless services), they will come (demand will always exceed supply). However, if we can somehow figure out how to exclude homelessness choice or ability to game the system in favor of need we'll make some strides. Addressing the need will only ever work if its a temporary solution that can get people to function on their own. That is an incredibly difficult proposition with addiction and mental illness.
