I recently took depositions for some homeless shelter owners it was pretty
revealing how much money comes into those. The executives were making well above 6 figures and they compete pretty hard for grants, real estate deals, and in local politics and political influence.
The actual homeless person seemed to be far down the list of what actual day to day operations were concerned with.
