Only in the sense that it maintains the bankruptcy courts at this point.
If the government had done nothing other than just run the bankruptcy process, the result for investors would be exactly the same. Better, actually, if the government elects to try and grab a piece of the pie to which they are not otherwise entitled, calling it a "fine."
