In the US, the answer to both your questions is the Federal Reserve. It exists

for this very purpose: to control the money supply.

This is also why it’s independent of the Executive & Legislative branches of the federal government. In countries where the central bank is not independent, it’s almost invariably a disaster. Argentina is probably the best example of this.
