That’s the real question here. If the freezer was off when you got there and
it was still frozen solid then I’d take my chances with beef. In fact I have done exactly this more than once.

If it’s frozen solid because it thawed and was then refrozen that’s a different matter. Could have spent plenty of time in the danger zone and then was refrozen.
