Maybe a not paying attention or misjudge the timing of the lights type of mistake, which is still going to get you a hefty fine if you do it in front of a cop, but claiming ignorance to a neighborhood or street is barely a viable defense to running the red light a full 2 seconds late when the intersection needs to clear. That's just bad driving, and repeat offenses of that should probably be grounds for suspending a license.
