I never suggested it is an innocent mistake because lives are at stake.
I'm just suggesting that a redlight camera installed may not decrease people running red lights.
That's partially for the reasons I explained, (MANY people don't pay attention anyway), but in general the studies around things being deterrents show that they usually don't work. I can link to several, the problem is they are usually politically angled. But, the logic also shows that deterrents don't make much sense.... because no one thinks like that.
"I'm so mad my wife is cheating on me, I'm going to murder her and her husband.... Oh wait, the penalty is death instead of life in prison? Okay I changed my mind then, I guess I'll just write them a sternly worded letter."
They don't work because 1. people often commit crimes out of passion or carelessness (carelessness for redlights, passion for murder) when you're already not thinking logically. If you're driving through town while texting on your phone you don't stop to think about the penalty because you don't stop to think period, you're in auto pilot mode. They also don't work because of the uncertainty meaning people often think, "I won't get caught."
