2 cars should be the norm. And truth be told, I don't even mind 3 as long...
... as they don't turn into heavy traffic and block the intersection after they've made the turn. Turning left without an arrow sucks.

For me its the 2-3 cars that continue to make their left turn after the light is red (1 car makes sense)
