I think that's a partial explanation. world fiba rules explains it as
"A player may lift their pivot foot as long as they pass or shoot prior to the foot being put back on the ground."



So in other words, once the pivot foot is established the player could use the other foot to sneak a step in. As long as they pass or shoot before the initial pivot foot goes back to the ground. That happens often in the post. Lauren Gustin for BYU women used that extra little step all the time in the post.

On this play, Jokic's right foot is his pivot foot. Then he lifts that and takes the little extra step with the left foot but shoots it before his right foot comes back to the ground. So its a legal play and not a travel.
