What do you mean takes another step after he pivots?
You can lift your pivot foot to shoot or pass. There is another rule saying you cannot hop on the same foot. He lifts his pivot foot to shoot, and he doesn’t hop on the other foot. This is a clean play at every level of basketball since the 1950s. It’s not relevant that he had pivoted in his pivot foot before making the move
