The travel happens if you then put the pivot foot back down.
Jokic clearly establishes his right foot as the pivot foot. He then jumps off his left foot, raising his pivot (right) foot and shoots it without returning his pivot foot to the floor. This is completely legal. A travel would've happened if his right foot returned to the floor before a shot or a pass.
