I think that probably has more to do with the general shape than the size though

The college ball is fatter and better for gripping, while the NFL ball is more streamlined and better for throwing. While the NCAA ball is very slightly bigger, it isn't enough of a difference in itself to make a difference. It has more to do with the shape, I think.
