It wasn't in response to a question. As the interview was ending he stopped

Monte and said he needed to say something. That's when he said he was the best of all time at BYU. Monte initially laughed because he thought he was joking, but Jenkins clearly wasn't in a joking mood and told Monte that he believes what he said "from the bottom of [his] heart"
