Does the rugby team not deal with the same restrictions?
If I'm not mistaken, they do - and they don't offer scholarships, either
I'm just saying that in other sports - lots of other sports, including some very physical ones - BYU does just fine recruiting and developing athletes, and they deal with the same restrictions the football team has
