GE classes are packed at BYU anyway. UVU will be just as good. If she does well there and goes on a mission after her first year, she'll get in when she comes back. It's easier to get in as a transfer student, and a returned missionary transfer student with good pre-mission grades and a good LOR from her Mission President will have a very good shot.

Remember, it's really tough to get in to the Y from Utah County because you're competing against an entire world full of people who would gladly give their eyeteeth to get their kids into BYU. I lived in Korea for eight years and met some of them. Those parents think getting their child accepted to BYU is tantamount to placing them in the anteroom to the Celestial Kingdom. They pay tithing and are good members too. The Church has to take their needs into consideration as well.

In all honesty, with all the conflicting interests/variables that go into selecting a freshman class at BYU, I have to think it's very tough to be an admissions counselor there. There's just no way to avoid having a lot of really, really good young people, and their parents, deeply disappointed every year. It wasn't too many years ago that one of Elder Packer's children was denied admission.
