Yes, I do pass those going below the speed limit quite regularly

while occupying the left lane. Clearly, one of the best uses of the left lane is to pass sub-speed limit motorists who are in the right lane (as they should be). However, to declare it a lane for passing everyone, even those going the speed limit, is tacit approval of speeding and makes no legal or public safety sense whatsoever.
