I know it is voluntary and no school has to do it
But when this was talked about the money being considered was to take care of the difference in benefits of the full ride scholarship compared to the actual TCOA dollar amount.

So the assumption (again maybe governance once it was passed separated from the federally reported figures) was that it was very similar to that difference.

I don't know - and I don't claim to know whether the passed rules require it to stick to that difference between scholarship value and TCOA or if it requires you to be with in x% of the difference or if it managed to be completely disconnected.

Note - one of the things listed in the TCOA figures also circles around things such as "cost of traveling to and from school"...if you were to average how much it costs students attending BYU that recruits the entirety of their student body not only nationally but internationally - this could account for a higher difference in the TCOA figure than the normal state univeristy...
