Note that from that article where they display their calculations
Utah was at $5094 and according to the article in the tribune they are only going to pay $3574.
So on the one hand we can all look at things like the writer of the article you linked and make assumptions but then we get a different number reported officially from the school.
That writer made some assumptions like I did about it coming directly from the federal guidelines. And I'll take my assumption a bit further - I thought it was they wouldn't be allowed to exceed that number - but could always chose to go lower if their budget couldn't handle the high end...
