I thought it was just up to the conference on whether they would allow it to be
Paid or not.
For example SEC says yes so all or some can chose to pay the max allowable according to their federally documented TCOA or a lesser amount based on their ability to pay. So if LSU decided nit to pay at all (total hypothetical) and Akabama decided to pay only half their eligible amount they could.
Example 2 - Sun Belt conference says none of their schools can pay therefor none can pay.
Example 3 - much like the first - MWC says they'll allow and very few do and those that may be significantly lower than is permissable due to budgetary constraints save some like BSU or those that will just have the state give them the money...
