Has the NCAA reversed its bylaws that schools within a conference must pay the
same amount to their scholarship players, so not to give an advantage within a conference??? This may have changed since I last read the proposed bylaws. The article certainly points to a change in the bylaws.
I remember the one benefit of being independent vs. within a conference was you can determine your own stipend payments.
