Did the officer get called there for a report of a weirdo in the neighborhood?
If someone had their hand in their pocket and I had no idea what they had in there, I wouldn't be waiting to see if they pull out a gun or not before I draw my weapon.
Maybe he was justified in unholstering his weapon, maybe he wasn't - it's nearly impossible to tell from just that portion of video alone.
