Initially, I thought yes. By end of video - no.
As near as I can tell, the Cop got out of his car, gave orders to the guy, and then asked him if he was a constitutionalist because. . . ?
There must be more to the story, and the Cop doesn't appear to have detained the guy. But I don't see any justification for even the orders and questioning.
