street in my neighborhood with your hand in your pocket, should I assume that you're a "weirdo" and call the cops?

I don't know the back story to this, but the cop was the one acting weird. Someone who is a cop or knows how they do things can clarify here, but the cop didn't seem to be acting like a cop typically would in that type of situation. He casually gets out of his vehicle, and tells the guy to get his hand out of his pocket as he pulls his gun and holds it at his side, all the while advancing toward the guy?? Yeah that's police training 101 right there... not! Then the cop just goes away? No backup?? No instruction to get on the ground, you're under arrest sort of thing?

I gotta be honest this looks like intimidation to me.

If this guy didn't have a uniform and badge on with a police vehicle, he'd look like any regular citizen pulling up ready to commit a murder imo. Without knowing any of the background no this it still looks fishy to me.
