There seems to be a feeling that Heaps looked 'all world' in practice.

He looked 'all world' throwing the passing tree, but he never looked 'all world' in 11s.

There was a reason the coaches didn't completely hand the keys over to Heaps right out of the box and it wasn't because they were irrationally committed to Nelson.
