the 1 OOC P5 opponent was self imposed to combat SOS criticism. It didn't work.

Conferences are still positioning for securing CFP spots. The one OOC P5 requirement fell short, especially when more and more schools were "counted as P5". It didn't gain traction or credibility, and the requirement will simply slip by the wayside in favor of other ways of ensuring placement in the CFP.
