You have a very narrow definition of what a good pass defense is.
Only looking at yards allowed doesn't tell the whole story. Look at turnovers created and situational stats. Utah has had multiple INTs in every game except vs Fresno. While the ideal would be to allow low yardage and get INTs, turnovers are by far the more important stat. Plus, Utah's run defense is very good, which means teams can't get anything going on the ground and have to live and die by the pass.
