Utah's secondary can't defend perfect ball placement.
Here are the five passing scoring plays by Cal last week. All but two are perfectly covered. A couple receivers are even pass interfering. The placement is so perfect, it doesn't matter how good the secondary is.

I agree that it's possible for Utah to rattle Goff. I think Washington was able to do it last year. But that Washington D had four players drafted in the first and second round of the NFL draft, and Cal's offensive line is playing a lot better this year.
