Already, there are aspersions that BYU has created an environment where sexual assault is used due to remorse and guilt regarding the committing of a sexual transgression. It would be much easier in such a situation to say that the person was sexually assaulted to cover other misdeeds and receive full amnesty--especially in an environment where victims are protected as they should be.
