I don't think he'll be remembered as a horrible AD but he should be remembered
as just an average AD if he can't get BYU in. Tom Holmoe seems like a great man and great ambassador for BYU but if we're being honest BYU is a great brand with enough financial support that much of what's been done under his watch could have been done by any other qualified and capable AD at BYU.
As much as I can't stand Chris Hill, the man has done well beyond what the average AD at the U could have done. From facility upgrades/additions to his crown Jewell of getting Utah in the PAC the man has got things done.
I will always think fondly of Tom but if he doesn't get a brand like BYU into the Big 12 he didn't accomplish anything any other averag AD couldn't have.
