As a group, bishops are really, really good men. But they're not perfect.

I'm pretty sure you could pick any rule or policy in the handbook and say the same thing: not all bishops follow that rule. So it doesn't surprise me that you know of one who didn't follow this rule.

(It still stinks that your bishop did that to your friend, though. That should not have happened.)
