But it's hard to imagine why he would have her write him over the summer, turn her in, and then have all charges/problems washed away after a meeting with the Stake Pres. I didn't tell all of the story because I don't want to be bishop bashing but the guy apparently went for a hug every time he saw this girl. There are a lot of red flags on this one. But you're right that he has no opportunity to tell his side.
