Agreed. I've done internal investigations for a large MNC for the last three

years. The number of spurious "tips" we get is signficant. I'd even say up to a quarter of our investigations end up being spurious and we never should have been involved. I have to imagine that at a college level, the HCO is abused even more as a means of vindication or attack.
